It Drops from Scritch (rare elite in Kun-Lai).
Impressive item, does exactly what it describes.
Gives 1000 rep with all the new pandaren factions. Tillers, Lorewalkers, Cloud Serpent, almost everything.
It is affected by +rep gains (human, guilded), doesn't get affected by battle standard, (but then, why would it).
It is consumed on use, and continues to give the full amount of reputation all the way to exalted.
Currently it doesn't give reputation with The Black Prince, or The Brewmasters.
This item is currently not bound when picked up, so as others have suggested, expect a mass of campers gathered in the area when Pandaria goes live.
The value of this item wont come from it's ability to buy the epic armor from the factions though.
Each faction will let you buy epic armor once you hit revered. However the armor costs valor points, so there is a limit to the speed at which you can buy the armor that becomes available.
The real value of this drop and the reputation it brings, will be the ability for Blacksmiths, Tailors, and Leatherworkers, to buy a few of the new faction's crafting recipies.
